About the Project

Cooperatives are a vital part of Malaysia's socio-economic landscape, with thousands of organisations serving millions of members. Despite this potential, cooperative growth is still underperforming. The main causes are weak governance and decision-making, unclear strategies, poor resource management and a lack of entrepreneurial thinking. This project proposes strategic entrepreneurship as the solution: an approach that combines entrepreneurial opportunity-seeking with long-term strategic planning. Using a qualitative multiple-case study design, semi-structured interviews were carried out with managers of 12 successful cooperatives across Malaysia, and the data were analysed thematically. The study first examined four key dimensions: entrepreneurial mindset, entrepreneurial culture and leadership, creativity and innovation, and strategic resource management. The analysis revealed a fifth element, social value creation, which has not been emphasised in previous studies. Delivering real value to the community proved to be a key driver of cooperative growth. The outcome is the Strategic Entrepreneurship Model for Cooperative Growth (Model Keusahawanan Strategik bagi Pertumbuhan Koperasi). It has five interconnected elements that work together to move cooperatives towards sustainable growth. The model offers practical guidance for cooperative managers, informs policymakers and supports community development, which strengthens community resilience.
